Sorry to inform you not able to raise cash from your hdb even if it is fully paid .

Only way to raise cash is to sell your hdb , profits if any = your cash . However , this move is not advisable and can be costly and inconvenient , costs such as agent fees , stamp duty payable to government , renovation if any , legal fees for paperwork , taking on a new housing loan ( please Check if you are eligible before hand ) .

I regret to inform you that, unlike private property, you are not able to pledge your HDB flat to raise funds.

The only way you can raise funds is to sell off your HDB flat. After selling the flat, if your credit permits, you can buy another HDB flat by taking up a new mortgage loan.
